A conventional analog or DMR walkie-talkie talks radio-to-radio on a fixed frequency, so its range is limited to a few kilometres or to the reach of a repeater. A PoC radio (also called a network walkie-talkie, 4G walkie-talkie or cellular walkie-talkie) sends voice as data over a mobile network. Press the PTT key and the call reaches every member of the talk group, whether they are in the next room or in another state. Because the device relies on the LTE network, there is no channel congestion, no interference and no licence application. Group calls, one-to-one calls, GPS location, text messaging and SOS alerts are all handled by the PoC platform.

No. A PoC radio uses the public 4G LTE network, so no FCC or national radio licence is required for the push-to-talk service. The dual-mode models add a conventional analog radio, and that analog side is subject to the normal licensing rules of each country.
The range is the coverage of the cellular network. Two users can talk from opposite ends of a country as long as both handsets have a 4G signal, with 3G or 2G fallback on models that support it.
